British authorities Wednesday confirmed a new outbreak of foot-and-mouth disease on a farm in Surrey and have restricted animal movement, including cattle, sheep and pigs.

United Kingdom Chief Veterinary Officer Debby Reynolds said that the cattle on premises have been culled, a protection zone put in place and footpaths into the zone have been closed. The animal movement ban has been imposed in England, with parallel arrangements being made by Scottish and Welsh authorities.

The news comes just days after Reynolds had declared the outbreak first discovered in August to be over and had lifted earlier surveillance zones.

"This is news that no one wanted to hear, least of all the farming industry. The immediate establishment of both a protection zone, with footpaths closed within it, and a national animal movement ban shows our determination to contain and eradicate this latest outbreak," said secretary of state for the environment, Hilary Benn.
